Core Leadership Team
While all of our employees and associates are leaders in their own right, the following people constitute the current RM Consulting core leadership team:
Director General, Mr Richard Ugulumu, a senior consultant from Tanzania; with over 10 years of experience in leading complex projects evaluations.
Prof. Samuel M. Wangwe holds a Bachelors degree in Economics and Statistics, Masters degree in Economics, and Doctoral degree in Economics from the University of Dar-es-Salaam. He has over 40-years experience as an economist, policy researcher and policy analyst, and economic advisor to the Government of Tanzania. He has authored/coauthored/edited 15 books on development and economic management and over 80 published articles in journals and edited books.
Dr. Slaus Mwisomba is an international development economist, statistician and Monitoring and Evaluation expert in Tanzania. Currently a senior lecturer at St. Augustine University of Tanzania, he holds a PhD in Economics and a Master’s Degree in Economics and Statistics and a first degree in Economics and Statistics. Through the International Statistical Programs Center in Washington DC, he has attended M&E, planning methods, and data management courses as well as several results-based-management and capacity building courses. Additionally, Dr. Mwisomba is, on a part-time basis, Teaching Master of Arts in Monitoring and Evaluation at the Open University of Tanzania. His previous work experience includes working for the National Bureau of Statistics in Tanzania; working as a Monitoring, Evaluation, and Learning Advisor for MKUZA in Zanzibar; and various M&E consultancies.
Julius Oboth holds an MBA, honours Bachelor of Sciences degree and other various qualifications including project planning, monitoring and evaluation; taxation and trade facilitation; and quality management. He is highly experienced person with a demonstrated impressive track record of over 20 years hands on experience and leading diverse teams of professionals to new levels of success in a highly competitive environment in various disciplines of assignments that include: monitoring and evaluation, technical regulatory activities, compliance and standardization activities, quality assurance, project planning and management, policy development and implementation, customs and tax administration and consultancy services..
Software Engineer, Eng. Emmanuel Mahingila, has over 17 years of experience in teaching, designing, development, implementation and management of computer and network based information systems and
Mr. Geofrey Mwakagenda, with more than 15 years of experience, he is meticulous, highly motivated professional with extensive experience in financial leadership and bold finance supervision. Able to work on own initiative and as a part of a team, dedicated to maintaining highly quality standards. Technically proficient in MS Office, (Ms Word, Ms Excel, Ms PowerPoint) and Accounting packages.
